Subject: Per Capita Dues
Each year Chapters
are asked by the CSFC Federation to provide a Per Capita Dues
of $1.00 per member. This is
accomplished in December by sending a letter to each Chapter Treasurer, asking
them to complete a form on which the Chapter Treasurer indicates the number of
chapter members, (subtracting the number of Honorary Members) as of December
31, and sending a check to the CSFC Treasurer.
Many versions of the CSFC Form have been attempted over the years to
simplify this process, yet it seems to cause confusion for many chapters. In an effort to eliminate the confusion, the
CSFC Executive Board voted to eliminate this confusion by merely sending a
“Request for Per Capita Dues” to each Chapter Treasurer, which indicates the
actual amount of Per Capita Dues, as determined by the M110 Monthly Report,
Membership Summary by State and Chapter, from NARFE Headquarters. This request will be provided to each chapter
in the first week of January and payable to the Federation Treasurer no later
than March 1.
The CSFC Bylaws
Article IV, Section 2, paragraphs a. and b. require chapters to provide Per
Capita Dues of $1 for each member in good standing, except Honorary
Members. The Per Capita Dues shall
become due and payable on the last day of the calendar year and when paid
entitles the chapter to full participation in the Federation for the succeeding
calendar year.
The Per Capita Dues
are used by the CSFC Executive Board to provide training for the members either
through biennial training sessions – such as is planned for April next year –
Leadership Development Seminars – to allow new chapter officers to learn the
duties and responsibilities of their office.
In addition, an in depth training for Service Officers, by the Service
Committee Chair, Mary Venerable will be offered. Training can also be received by members at the
annual District Meetings. Further
training may be received, as requested, from the District Vice President on a
case by case basis.
In addition to the
training offered to all members, the Per Capita Dues are used to bring the
NARFE Legislative Department personnel to speak at our Biennial Convention;
last year Judy Park was the speaker who brought us up to date on legislative
issues and reported to us what she and her staff do on a daily basis to network
and lobby with Congressional members and staff.
Per Capita Dues also
support the biennial convention, such as the Federation Secretary’s expenses
for preparing the Constitution and Bylaws Books, Delegate Roster Books,
Proceedings of the Convention, Voting Credentials; the Sergeant-at-Arms
Committee expenses; the cost of having a Parliamentarian; the cost of having a
convention recording secretary who records and types the convention
proceedings; the Recognition Luncheon; Eulogy and Memorial Services; the
Federation Hall of Fame awards; and other miscellaneous expenses.
